lol well now you can ! Well at least on myspace & stuff ! lol

Step One:Open up your picture im going to be using this picture. Press 'Ctrl & J' a new layer should popp out on top of your 'BACKGROUND' & on top of it should say 'LAYER 1' like this
Step Two:Go to FILTER>BLUR>SURFACE BLUR
thenn play with the settings i found that a radius of 5 was okay & a threshold of 15 was okay also . i have this so farr .
Step Three: Now go to your 'LAYER 1' & make the opacity to 90 or whatever opacity you think is correct .
Step Four: Now go to your eraser took & Go over the eyes & alittle over the mouth & any TOO BLURRY places on the face teeth anything & this is my Before & this is my After
